I can think of no better place to start, than this fantastic article by David Daley (Twitter: @davedaley3) who is regarded by me, Barack Obama and, well, everyone, as the expert among journalists on the topic of Gerrymandering, Operation RedMap, and The Hofeller Files:
David wrote the book on exposing Gerrymandering, literally. The book is "Ratfucked" (good title) and its follow-up, is "Unrigged".
Along w the article for The New Yorker (link above), he did a fabulous series for The Intercept, called "Rigging the Vote". David was the first journalist that I trusted with an un-edited copy of the files. These articles are the best and most thorough analysis available other than court records.***
The saga of The Hofeller Files truly begins with an article in which David was interviewed. His statement about hard drives was what inspired me to mention them to Common Cause:
